Metro Manila, Philippines – Customers of the Manila Electric Company (Meralco) will see lower electricity bills over the next 12 months, the Energy Regulatory Commission (ERC) said Wednesday, April 22.
This follows the agency’s final decision in ERC Case No. 2025-025 RC, ordering Meralco to refund ₱14.17 billion to its customers after completing the regulatory “true-up” process for distribution charges from July 2022 to December 2024.
An average refund rate of ₱0.2511 per kilowatt-hour will be reflected in consumers’ electricity bills.
The ERC noted that an initial refund of nearly ₱20 billion began in April 2025, with ₱14.17 billion remaining unrefunded as of February 2026.
The commission also said the refund period was originally set at 36 months but was shortened to 12 months, resulting in a higher average refund rate.
“The ERC’s mandate is to protect consumers while ensuring a stable and predictable regulatory environment,” said ERC Chairperson and CEO Atty. Francis Saturnino Juan.
“By expediting the refund, we are providing more immediate relief to Meralco consumers, particularly in the face of rising electricity costs driven by global and domestic factors,” he added
