Metro Manila, Philippines – The House of Representatives will summon the self-confessed bagman of Vice President Sara Duterte and will issue a subpoena on a number of documents including her statements of assets, liabilities, and net worth (SALN), in relation to the two complaints seeking to oust her from office.
During the first formal hearing on Wednesday, March 25, the House justice committee approved the motion for Ramil Madriaga, the detained former military agent, to testify in the hearing.
The committee will also seek records of his affidavit, where he made a number of accusations against the vice president and presented himself as her bagman. Duterte denied the allegations and later on filed a perjury complaint against Madriaga.
Justice committee chairperson Jinky Luistro said Madriaga will appear at the next hearing on April 14. The House will also provide protection for Madriaga for his transport and participation in the hearing.
Akbayan Rep. Chel Diokno, who sought protective custody for the witness, raised that threats against Madriaga’s life supposedly escalated inside Camp Bagong Diwa in Taguig City, citing his affidavit.
“Acording to his affidavit, on March 3, 2026, a detainee with a pending homicide case attempted to forcibly drag Mr. Madriaga into a confined ‘bodega’ area within the jail,” he said, quoting Madriaga.
“According to Mr. Madriaga, and I quote, ayon sa mga naririnig ko sa loob ng kulungan, ang bodegang ito ay sinasabing pinagawa ni dating Cong. Arnie Teves…Isa sa mga impormasyon na nakuha ko ay si Cong. Arnie Teves ang gusto magpatumba sa akin,” Diokno continued.
[Translation: According to Mr. Madriaga, and I quote: based on what I have been hearing inside the jail, this ‘bodega’ is said to have been built by former Congressman Arnie Teves…One of the pieces of information I obtained is that Cong. Arnie Teves is the one who wants me killed.]
In 2025, Interior Secretary Jonvic Remulla cited records that Duterte visited Teves at the detention facility in October.
The vice president previously said she would neither confirm nor deny Remulla’s remarks.
SALN, tax and business records
Meanwhile, the House panel also approved the motion to subpoena Duterte’s SALN from 2007 to 2013, 2016 to 2022, and 2022 to 2025.
The request covered Duterte’s early years in public office up to the vice presidency, in light of allegations of unexplained wealth.
The House will also issue a subpoena to the Bureau of Internal Revenue and the Securities and Exchange Commission (SEC) to produce records of key financial documents tied to Duterte and her husband, Mans Carpio.
The documents include tax compliance and reported income, original or certified true copies of income tax returns, value-added tax payments, and related records from 2007 to 2025.
The SEC will also be asked to produce the general information sheet and the audited financial statements of business entities linked to the couple.
Bicol Saro Rep. Terry Ridon said securing records through the years would be vital to address questions on the vice president’s wealth.
“Doon ang pagkukumpara at paghahambing ng paglaki ng yaman, doon din manggagaling ang pagpapaliwanag kung explainable or unexplainable wealth po ba ito,” he said in a press briefing.
[Translation: That is where the comparison of the growth of wealth will be made, and from there will also come the explanation of whether this is explainable or unexplainable wealth.]
Other documents, people in subpoena
In connection with threats to President Ferdinand Marcos Jr. and his family, which has been cited as a ground for impeachment, the House will issue a subpoena to the National Bureau of Investigation to produce records of its probe.
Impeachment complainants cited Duterte’s remarks in a midnight briefing in 2024 saying she hired someone to kill the president, his wife and his cousin, if she herself gets murdered.
Meanwhile, a number of people and documents will also be subpoenaed to shed light on the allegations of confidential fund misuse from 2022 to 2023 during Duterte’s time as vice president and Education Secretary:
- Michael Poa (former education undersecretary and ex-OVP spokesman)
- Gloria Camora (Commission on Audit official)
- Cynthia Vinas-Pantonal (lawyer who notarized Madriaga’s affidavit)
- Archives of House hearings concerning Duterte’s confidential funds
- Philippine Statistics Authority representative or certifications on the alleged confidential fund recipients
In a press briefing, Poa said he is ready to attend the hearing upon review of the subpoena.
Duterte is facing two fresh ouster suits over betrayal of public trust, culpable violation of the Constitution, bribery, and high crimes, among others, filed in February 2026 after the constitutional one-year bar lapsed.
The complaints stemmed from allegations of public fund misuse as vice president and Education Secretary, threats to President Ferdinand Marcos Jr., and unexplained wealth.
