LIST: Senators, House members in bicam committee for 2026 nat’l budget

Metro Manila, Philippines – The annual bicameral committee is set to be held in open sessions on Dec. 12 to 14 as lawmakers agree to livestream the usually closed-door meetings. 

Below are the lawmakers who are set to reconcile the House of Representatives and Senate versions of the proposed ₱6.793-trillion national budget for 2026.

Senate Majority Leader Juan Miguel “Migz” Zubiri earlier said Senator Jinggoy Estrada has withdrawn his membership from the bicam committee but did not give a reason for his request to be removed. 

Estrada, a vice chair for the Committee on Finance, was previously implicated in the anomalous kickback scheme of flood control ghost projects by a dismissed Department of Public Works and Highways district engineer.

The DPWH official claimed Estrada was a proponent in the controversial budget insertions in the 2025 General Appropriations Act (GAA).

Meanwhile, Senator Erwin Tulfo previously insinuated that some House members were opposed to the bicam livestream. This was denied by Rep. Zia Alonto Adiong.

Adiong said the House’s push for the first-ever fully open bicam conference is part of a “broader transparency effort” that has been developing since the start of the 20th Congress.

“These reforms were designed to make the budget more transparent, participatory, and accessible,” Adiong said. “They set the tone for how the House continues to improve the process today.”

The Senate approved on third and final reading the proposed 2026 national budget on Tuesday, December 11. 

President Ferdinand Marcos Jr. eyes the signing of the 2026 GAA by December 29.
