Pag-IBIG Fund earns highest audit opinion for 14th straight year

Metro Manila, Philippines – The agency in charge of the government housing program has again earned an unmodified opinion from state auditors, marking the 14th consecutive year that the institution received the highest audit opinion, officials announced Friday, July 31.

In a letter dated June 18, the Commission on Audit (COA) said its auditor expressed an unmodified opinion on the fairness of presentation of the financial statements of the Home Development Mutual Fund, more popularly known as Pag-IBIG Fund, for the years ended Dec. 31, 2025 and 2024.

An unmodified opinion means that the auditor concluded that the financial statements were presented fairly, in all material respects, in accordance with the applicable financial reporting framework. The COA report covered audited financial statements, audit observations and recommendations, and the status of implementation of prior years’ audit recommendations.

Housing Secretary Jose Ramon P. Aliling, who also serves as chairperson of the 11-member board of trustees, said the audit opinion affirms Pag-IBIG Fund’s commitment to sound financial management, good governance, transparency, and accountability in public service.

“This latest recognition from COA affirms that Pag-IBIG Fund continues to uphold the highest standards of professionalism, prudence, and integrity in managing the hard-earned savings of Filipino workers,” Aliling said. “It also shows that strong governance enables Pag-IBIG Fund to remain financially sound and responsive to the needs of its members, while supporting President Ferdinand R. Marcos Jr.’s directive to make homeownership more accessible to Filipino families through the Expanded Pambansang Pabahay para sa Pilipino Program, or Expanded 4PH.”

COA previously issued unqualified opinions on Pag-IBIG Fund from 2012 to 2017 and unmodified opinions from 2018 to 2025. With this latest result, Pag-IBIG Fund has now received the highest audit opinion for 14 straight years, placing it among a select group of Philippine government agencies and government-owned and controlled corporations that have sustained a decade-long track record of fiscal discipline, transparency, and accountability.

The latest COA opinion comes as Pag-IBIG Fund delivered another milestone year in 2025, with total assets reaching ₱1.23 trillion, member savings collections of ₱160.41 billion, housing loan releases of ₱140.54 billion, short-term loan releases of ₱94.16 billion, net income before MP2 returns of ₱65.28 billion, and dividends declared for members totaling ₱64.34 billion.

“Pag-IBIG Fund achieved another milestone year in 2025, with record levels in assets, income, and dividends for our members,” Pag-IBIG Fund CEO Marilene C. Acosta said. “This 14th consecutive unmodified opinion from COA affirms that we achieved these strong results while upholding the highest standards of integrity, accountability, and transparency in public service.”

Acosta said Pag-IBIG Fund remains focused on sustaining this momentum in 2026 by helping members grow their savings, access affordable cash loans, and achieve homeownership through its housing loan programs, including its support for President Ferdinand Marcos Jr.’s Expanded 4PH Program.
