Metro Manila, Philippines – Vice President Sara Duterte and Naga City Mayor Leni Robredo registered the biggest gains in voter preference for president, according to the latest non-commissioned WR Numero National Survey released on Friday, July 31.
The June 2026 Philippine Public Opinion Monitor found Duterte with a score of 39 percent, up by four percentage points from the March 2026 survey. Robredo was second with 21 percent, posting the largest increase of five percentage points despite repeatedly saying she does not intend to run for president.
Senator Raffy Tulfo was at third with 14 percent, down four percentage points.
They were followed by Senator Bong Go with 4 percent, Senator Bam Aquino 3 percent, and Senator Risa Hontiveros 2 percent.
Meanwhile, 17 percent of respondents said they were undecided on their choice if the 2028 presidential election were held during the survey period, or from June 9 to 16.
The survey also found that 58 percent of respondents said they were unlikely to change their preferred presidential candidate, while 42 percent said they could still change their minds before the elections.
Across geographic areas, Duterte led voter preference in Mindanao, the Visayas, and Metro Manila.
She recorded her strongest showing in Mindanao with 89 percent support, while also topping the survey in the Visayas with 36 percent and in Metro Manila with 25 percent, narrowly ahead of Tulfo at 23 percent and Robredo 22 percent.
Robredo, meanwhile, emerged as the top choice in the rest of Luzon, where she obtained 31 percent support, followed by Duterte with 20 percent and Tulfo 17 percent.
The poll was conducted through face-to-face interviews with 1,432 respondents nationwide. It has a ±3 percentage point margin of error at the 95 percent confidence level.
