
Metro Manila (CNN Philippines, November 16) — The Land Transportation Office (LTO) on Thursday ordered the strict implementation of the “no registration, no travel” policy as data showed the number of delinquent motor vehicles had increased.
The LTO said 65% or about 24.7 million of the 38.3 million motor vehicles in the country are unregistered.
This translates into revenue losses of around ₱37.10 billion in terms of registration payments and penalties, the agency added.
LTO chief Vigor Mendoza said the most delinquent motor vehicles were motorcycles with 20.15 million, followed by four-wheeled vehicles with 4.01 million, and trucks and buses with about 490,000.

LTO data showed Metro Manila has the highest number of delinquent motor vehicle owners with 4.1 million, followed by Central Luzon with 3.3 million, and Calabarzon with 2.7 million.
Western and Central Visayas have about 1.8 million each, while Eastern Visayas has about 758,000.
In Mindanao, the Davao Region has 1.2 million delinquent motor vehicle owners, followed by Soccsksargen with 1.1 million. The Zamboanga Peninsula and Northern Mindanao have almost a million each.
Mendoza warned that the number of delinquent motor vehicles would increase further if \”no registration, no travel policy\” will not be enforced.
He said the policy aims to ensure road safety as well.
