2 arrested for manufacturing fake firearms licenses

Metro Manila (CNN Philippines, April 13) — Two persons who allegedly manufactured fake licenses to own and possess firearms (LTOPF) were presented by police to the media on Thursday.

The suspects, Vicky Mangila and Isidro Estrellado, were arrested on Tuesday in Sta. Cruz, Manila. They were presented at Camp Crame by PBGen. Benjamin Silo Jr., the newly appointed acting director of the Philippine National Police Civil Security Group.

Operatives from the PNP Firearms and Explosives Office (FEO) and the Manila Police District conducted an entrapment operation after an investigation showed a low turnout rate in the renewal of LTOPF.

Silo said some firearms owners have resorted to buying fake licenses for convenience.

The suspects reportedly manufactured fake licenses for ₱1,500 per client. They were also allegedly engaged in faking licenses for security guards.

The suspects underwent inquest proceedings on Wednesday. They will be charged with violation of Article 172 of the Revised Penal Code, or the Falsification by Private Individual, and Use of Falsified Document.

Silo warned the public against purchasing fake licenses, saying they might also be held liable under the law.

He said applications for LTOPF should only be processed with the FEO, regional civil security units and designated satellite offices.
