Metro Manila, Philippines - Public Works Secretary Vince Dizon on Wednesday, Sept. 10, asked the Justice Department to issue an immigration lookout bulletin order against his predecessor, Manny Bonoan, his daughter, and other people linked to the flood control mess.

The request was in response to an expose of Senate President Pro Tempore Ping Lacson, in his privilege speech on Sept. 9, that mentioned Bonoan’s daughter as an officer of a company owned by a private contractor that was involved in questionable projects.

Lacson said Globalcrete Builders, Inc., a firm owned by Candaba, Pampanga Mayor Rene Maglanque, secured nearly ₱2.2 billion flood control projects in Bulacan from 2018 to 2024. The company owns MBB Global Properties where Bonoan’s daughter, Fatima Gay Bonoan dela Cruz, is treasurer.

Dizon’s request included Dela Cruz, Maglanque’s daughter, Macy, who is company president, as well as corporate secretary Sunshine Bernardo, daughter of ex-Public Works Undersecretary Roberto Bernardo.

The DPWH earlier asked the DOJ to issue an ILBO against the elder Bernardo.

Bonoan earlier said he left the department with a “clean conscience.”
