Everything you need to know on NCAP
Metro Manila, Philippines - The No Contact Apprehension Policy (NCAP) is re-implemented after three years beginning Monday, May 26 in parts of Metro Manila.
Here’s everything you need to know on the policy — from the areas covered to how you can file an appeal.

On May 20, the Supreme Court partially lifted the temporary restraining order against the implementation of the apprehension policy which relies on security cameras and artificial intelligence, following an urgent motion by the Metropolitan Manila Development Authority (MMDA).
The decision said the NCAP can only be carried out in major thoroughfares across Metro Manila under MMDA’s jurisdiction.
According to the agency, NCAP will take effect in the following areas:
- C1: Recto
- C2: Mendoza, Pres. Quirino Ave.
- C3: Araneta Ave.
- C4: EDSA
- C5: CP Garcia, Katipunan Ave., Tandang Sora
- R1: Roxas Blvd.
- R2: Taft Ave.
- R3: South Super Highway
- R4: Shaw Blvd.
- R5: Ortigas Ave.
- R6: Magsaysay Blvd, Aurora Blvd.
- R7: Quezon Ave., Commonwealth Ave.
- R8: A.Bonifacio
- R9: Rizal Ave.
- R10: Delpan, Marcos Highway, Mcarthur Highway
What happens after a violation?
The MMDA said it will validate violations caught by security cameras.
The vehicle’s registration record will be reviewed through the Land Transportation Office’s information query facility and will then be encoded to the NCAP system once verified.
A notice of violation will be printed and sent to the address of the registered vehicle owner.
Fines can be settled online through Landbank or in person at the MMDA office at Julia Vargas Ave. in Pasig City.
Should violations remain unpaid, the motorist’s license plate number will be put under LTO’s alarm list.
How to file an appeal?
The MMDA said motorists can file an appeal if they are dissatisfied with the violation. It can be contested online through MMDA’s traffic adjudication division.
In the online form, violators will be asked to upload their driver’s license, violation ticket, certificate of registration, and latest LTO official receipt.
The agency said only five violation tickets may be appealed per complaint form.
