2025 local elections: Leading bets, early proclamations
Metro Manila, Philippines - Results of the 2025 midterm elections were being unveiled in several areas on Tuesday, May 13. NewsWatch Plus compiled notable local races and a set of candidates who have been proclaimed.
According to partial and unofficial numbers and official proclamations, here are updates on key local election results per region.
Ilocos (Region I)
Laoag: Laoag councilor James Bryan Alcid was proclaimed the new mayor of the city late Monday night, defeating incumbent Mayor Michael Marcos Keon in a closely watched local race that saw members of the Marcos family supporting opposing candidates.
National Capital Region
Manila: Isko Moreno is poised to complete his comeback in local politics as he leads the Manila mayoralty race against former running mate and successor Honey Lacuna and outgoing Tutok To Win party-list representative Sam “SV” Verzosa Jr.
Marikina: Outgoing Marikina 1st District Rep. Maan Teodoro will succeed her husband Marcy Teodoro as mayor of Marikina City as she wins widely against fellow former Marikina Rep. Stella Quimbo.
Pasig: With a landslide win, Vico Sotto has been proclaimed as mayor of Pasig City for a third and final consecutive term.
Sotto campaigned for good governance. For his final term, he said he aims for the expansion of government services as anti-corruption efforts resulted in freeing up more funds.
Taguig: Lani Cayetano emerged at the top of a three-way mayoral race in Taguig City. She may obtain a second term against former lawmaker Arnel Cerafica, and independent bet Brigido Licudine.
Makati: Outgoing Senator Nancy Binay will be making her debut in local politics as Makati Mayor if she keeps her lead over brother-in-law and Makati 2nd District Rep. Luis Campos in the 2025 local polls.
San Juan: Incumbent Mayor Francis Zamora was proclaimed for his third and last term as San Juan mayor on the evening of the midterm elections. It was Zamora’s win as mayor in 2019 that ended the 50-year grip of the Ejercito-Estrada clans over San Juan.
Las Pinas: Las Piñas City Councilor Mark Anthony Santos has won the congressional race against Senator Cynthia Villar, securing 109,220 votes — well ahead of Villar’s 79,315.
Santos was proclaimed congressman-elect early Tuesday, marking a significant shift in the city’s political landscape. The congressional post has been held by the Villar family since 1992.
Caloocan: Former Senator Antonio Trillanes’ lll political experience is not enough to break the hold of a dynasty in Caloocan City as he loses to incumbent Mayor Along Malapitan in the city's mayoralty race.
Malapitan, whose family has reigned over Caloocan since 1992, was proclaimed Tuesday afternoon. Despite the loss, Trillanes thanked all his voters for the support.
Bicol (Region V)
Naga City: Former Vice President Leni Robredo has been proclaimed Naga City mayor after a landslide win against three local opponents.
Robredo previously told NewsWatch Plus that she believes her skill sets are more aligned with the Naga mayor post, adding it was more exciting to showcase her platforms in a local space.
Central Visayas (Region VII)
Cebu: Re-electionist Cebu Governor Gwen Garcia may not be able to extend her stint as she stands behind PDP-Laban bet Pam Baricuatro based on partial and unofficial results.
Garcia has been snubbing a preventive suspension order issued by the Ombudsman against her for a special permit she granted to Shalom Construction Inc. in May 2024.
Davao (Region XI)
Davao: Detained former President Rodrigo Duterte has a big lead against closest rival former Cabinet Secretary Karlo Nograles for the mayoral post in Davao City.
Duterte is in The Hague Penitentiary Institution or the Scheveningen Prison, facing charges on alleged crimes against humanity for his administration's war on drugs.
