6 Metro Manila cities to reinstate contactless traffic enforcement on Oct. 5

Metro Manila, Philippines – Six Metro Manila cities will reinstate an automated traffic enforcement system beginning  Monday, Oct. 5, using security cameras, high-speed digital cameras, and AI to catch traffic violators without needing a physical traffic enforcer on-site. 

The following local government units will reimplement the No Contact Apprehension Policy (NCAP):

  • Manila
  • Quezon City
  • Valenzuela
  • Parañaque
  • Muntinlupa
  • San Juan

Standardized fines will be implemented for traffic violations under the Metro Manila Traffic Code of 2023.

“Sa NCAP, hindi automatic ang violation. Bawat masagap ng camera ay dumadaan sa review at approval ng authorized city traffic management personnel,” the local government units said in a statement.

[Translation: Under NCAP, violations are not automatic. Everything caught by the cameras undergoes review and approval from authorized city traffic management personnel.]

Motorists can file a protest online through the portals of the respective local government units or through the official NCAP portal. They can also view and pay their violations through the NCAP service on the eGovPH app.

In August 2022, the Supreme Court issued a temporary restraining order on the policy in response to petitions filed by transport groups questioning its constitutionality.

The high court partially lifted the restriction in May 2025 that allowed the Metropolitan Manila Development Authority to enforce the policy on Epifanio de los Santos Avenue (EDSA), Taft Avenue, and Aurora Boulevard.

In early July, the SC announced it had dismissed the consolidated petitions as moot and for lack of standing in light of the Metro Manila Traffic Code of 2023.
