Metro Manila, Philippines – House prosecutors have asked the Senate Impeachment Court to subpoena former Sen. Antonio “Sonny” Trillanes IV to testify on Vice President Sara Duterte’s alleged unexplained wealth.
The prosecution wants Trillanes to discuss Duterte’s alleged receipt or acquisition of funds from people or sources identified in evidence presented during the trial.
In a manifestation dated Sept. 24, prosecutors asked the court to summon Trillanes to appear and testify between Monday and Wednesday.
Article II of the Articles of Impeachment. accuses Duterte of accumulating wealth allegedly disproportionate to her lawful income and failing to make complete and truthful disclosures in her statements of assets, liabilities and net worth.
The prosecution has also questioned Duterte’s continued business interests and transactions involving companies linked to her and her husband, lawyer Manases “Mans” Carpio.
House testimony
Trillanes had appeared at the House committee on justice during its inquiry on the impeachment complaints in April.
He presented financial information and records of bank transactions allegedly involving Duterte, Carpio, and people identified by prosecutors as possible sources of funds.
The Anti-Money Laundering Council (AMLC) later confirmed that a sample of transactions presented by Trillanes matched its own records in terms of dates and amounts, according to the House panel findings.
The prosecution has cited an AMLC report covering 663 transaction reports involving Duterte and Carpio from 2006 to 2025.
The transactions had an aggregate value of about ₱6.77 billion, with around ₱3.77 billion linked to Duterte and ₱2.99 billion to Carpio.
The ₱6.77-billion figure represents the combined value of transactions through the years. It does not by itself represent the couple’s net wealth or establish that the funds came from illegal activities.
Trillanes is among seven intended prosecution witnesses listed for the hearings from Sept. 28 to Oct. 2.
The prosecution also plans to present Davao City Mayor Sebastian “Baste” Duterte, who has already been subpoenaed.
Rendell Sopeña, Philippine Government Electronic Procurement System Division chief, is expected to produce government procurement records previously requested by prosecutors.
A representative of the Philippine National Police Firearms and Explosives Office is expected to testify on records relevant to Article II.
Prosecutors also asked the court to subpoena Davao City Register of Deeds official Kathy Florence Baldonado.
Baldonado has been asked to testify and produce records concerning a property in Matina, Davao City registered under Carpio’s name.
Island Garden City of Samal Deputy Register of Deeds Marco Pineda is also being asked to testify about another property registered under Carpio.
The requests remain subject to the approval of the Senate impeachment court.
