Metro Manila, Philippines – Naga City Mayor Leni Robredo surged in the 2028 presidential preference survey, narrowing the gap with Vice President Sara Duterte.
Robredo posted a 13-point increase, the largest gain among those surveyed, rising from 8% in the fourth quarter of 2025 to 21% in the first quarter of this year.
Duterte, who is now facing an impeachment complaint, still holds the top spot but with a lower rating, dropping to 33% from 38%.
OCTA Research highlighted the significant movement, noting the sharp contrast with 2025 surveys, where Robredo stood at 8% vs Duterte’s 38%—a 30-percentage-point gap.
The polling firm also clarified that the current 12-point difference between the two is driven primarily by Robredo’s gains, rather than a “statistically definitive decline” in Duterte’s support.
Manila Mayor Isko Moreno placed third at 10%, up from 8%, followed by Raffy Tulfo at 9% (down from 12%), and Senator Bam Aquino, who held steady at 4%.
