New commissioner inhibits from Comelec cases vs. ex-clients, vows reforms

Along with Aimee Neri and Saidamen Pangarungan, veteran election lawyer George Garcia completed Comelec’s seven-member En Banc. Garcia’s fist act was to inhibit from all petitions that involved his past clients and bring two major reforms on the table.
