Metro Manila, Philippines – Filipino seafarers may refuse to sail in dangerous areas, the Department of Migrant Workers (DMW) said, in light of the recent killing of two seamen in the high-risk Strait of Hormuz.
The DMW issued Advisory 53, Series of 2026, to reinforce safety measures for Filipino seafarers.
Migrant Workers Secretary Hans Leo Cacdac said shipowners must prioritize the safety of Filipino seafarers and keep them out of harm’s way.
“We are disallowing deployment to the extent that a seafarer exercises the right to refuse to sail. That right must be respected,” said Cacdac.
The agency also reminded shipowners to conduct risk assessments, implement appropriate security measures, consider vessel escorts when necessary, and comply with reporting requirements before undertaking voyages through high-risk waters.
It reiterated that Filipino seafarers must be given an informed choice before joining trips in dangerous waters.
