Metro Manila, Philippines – Government offices in Metro Manila and 12 provinces were ordered to shift to alternative work arrangements on Friday, Aug. 14, as nonstop heavy rains threaten parts of Luzon, Malacañang announced.
Under Memorandum Circular 126 signed by Acting Executive Secretary Ralph Recto, the order also covers Zambales, Bataan, Bulacan, Pampanga, Tarlac, Nueva Ecija, Cavite, Batangas, Rizal, Laguna, Quezon, and Occidental Mindoro.
Classes at all levels in public and private schools shift to alternative learning modes, unless local chief executives order otherwise.
Agencies involved in basic and health services, disaster preparedness and response and other vital services were directed to continue operations.
Malacañang said local chief executives may also suspend classes or government work in areas not covered by the circular depending on local conditions.
For the private sector, the suspension of work or adoption of alternative work arrangements will be left to the discretion of management.
The Palace issued the directive upon the recommendation of the National Disaster Risk Reduction and Management Council and following heavy rainfall warnings from PAGASA.
The southwest monsoon, or habagat, continues to dump rains, raising the threat of flooding and rain-induced landslides, particularly in areas that have experienced persistent rainfall.
The memorandum takes effect immediately.
