
Metro Manila (CNN Philippines, December 1) — The government has issued implementing rules and regulations (IRR) for President Ferdinand Marcos Jr.’s executive order to expedite the permitting processes for telecommunications infrastructure.
In a statement on Friday, Malacañang said a technical working group released a joint memorandum circular for the implementation of Marcos’ directive.The chief executive ordered last July to streamline guidelines for the issuance of permits, licenses, and certificates for the construction of telco and internet infrastructure. This would also cover the network’s installation, repair, operation, and maintenance.He also sought the establishment of a technical working group composed of the Department of Information and Communications Technology, Anti-Red Tape Authority, National Telecommunications Commission, Department of Public Works and Highways, and Department of the Interior and Local Government.The Palace said a “unified application form” or “preformatted form building permit applications” will be adopted across the country, specifically at the local level.Industry players applying for building permits should submit the following requirements together with the unified application form:- property documents- technical documents- height clearance permit- homeowners association or HOA clearanceMeanwhile, to get a certificate of use and a business or mayor’s permit, the following documents are needed:- certificate of completion- construction logbook- photocopy of valid licenses- photograph of structure- yellow card/clearance from electrical service provider- copy of As-Built Plan reflecting changes and modificationsThe IRR has also laid out requirements for erection of poles, deployment of underground fiber ducts, operation, repair, and maintenance of other telco assets.It mandates all cities to set up a One-Stop Shop for Construction Permits, preferably at the Office of the Building Official, which will provide frontline services to applicants securing building permits and other certificates related to telecommunications and internet infrastructure,” the Palace said.
