More than 150 foreign sex offenders intercepted by BI since January

Metro Manila (CNN Philippines, November 30)—The Bureau of Immigration (BI) on Thursday said that since January, more than 150 foreign registered sex offenders (RSO) from different countries have been intercepted in flight ports from entering the Philippines.

According to Immigration Commissioner Norman Tansingco, the rise in the number of foreign registered sex offenders trying to enter the country is a concern.

Some of the RSOs were intercepted at Ninoy Aquino International Airport (NAIA) while some were intercepted in the airports in Mactan, Cebu, and Clark, Pampanga.

\”During the pandemic, there was an increase of online exploitation of women and children. When international travel resumed, the number of RSOs rose, which could show that the exploitation is being continued,\” Tansingco said in a statement.

The BI barred on Wednesday afternoon 55-year-old Francisco Narvios Tecson, an American pedophile convicted in Texas in 2010 for sexually molesting an eight-year-old girl.

The BI said they were informed by the Philippine Center on Transnational Crime (PCTC) of Tecson’s plan to travel to the Philippines.

\”Thus, he is an excludable foreign passenger for being convicted of a crime involving moral turpitude as provided in our Philippine immigration act,\” the BI chief said.

That same evening, 65-year-old Dale Lloyd Bayless, another American sex offender from Taiwan, was intercepted.
