
Metro Manila (CNN Philippines, October 24) — The Commision on Elections (Comelec) on Tuesday approved a resolution allowing the suspension of the proclamation of winning barangay and Sangguniang Kabataan (SK) candidates with unresolved or pending cases before the poll body.
The cases may involve the cancellation of a certificate of candidacy, declaration as a nuisance candidate, or disqualification (DQ).
The resolution said the presiding commissioners of each division and the chairman, as presiding officer of the Commission en banc, are authorized to issue the suspension.
The copy of the suspension order will be first furnished and directed by the deputy executive director of operations.
Then the Office of the Clerk of the Commission will inform the respondent-candidates and will give them the copy of the suspension order immediately.
The Office of Election Officer will have to monitor the conduct of the suspension order by the Barangay Board of Canvassers (BBOC).

Meanwhile, Comelec Chairman George Garcia said that the poll body received all the accountable forms, including the official ballots and election returns for the BSKE.
\”We are pleased to inform [you] that as of 5:00 pm today, Oct. 24, 2023, we already have 100% deliveries of our Accountable Forms to all consignees nationwide,\” Garcia said in a separate statement.
The poll body has recently released an update on its premature campaigning data as of Tuesday. The statistics are as follows: 181 petitions for disqualification (DQ); 7,103 show cause orders (SCO); 327 subpoenas issued and served for verified complaints; 4,243 answers to SCO received; 338 possible number of DQ cases upon initial assessment; and 868 dropped complaints (no factual basis).
Regarding its illegal campaigning data, no petitions for disqualification were filed. However, the poll body issued a total of 1,074 show cause orders (SCO). The number of received answers to SCO was 127, while the possible number of DQ cases upon initial assessment amounted to 39. Additionally, there were 88 cases where complaints were dropped due to lack of factual basis.
