Metro Manila, Philippines - All 24 senators have released their statements of assets, liabilities, and net worth (SALNs), revealing the wealthiest.

Senator Mark Villar topped the list with ₱1.26 billion, reporting zero liabilities. His assets include 14 residential properties worth ₱349 million and seven vehicles, the most expensive a ₱13-million Chevrolet Suburban.

Villar also listed directorships in Himlay’s Realty Incorporated and Major Asset Ventures Holdings, Inc.

The second wealthiest is Raffy Tulfo, with ₱1.052 billion. His properties include nine residential, commercial, and agricultural lots worth ₱376 million and 21 vehicles, including luxury cars - the most expensive being a ₱15-million Toyota Sequoia.

Tulfo is a stockholder and director of RW Productions, Inc. and Idol Network Philippines, Inc., and serves as president and trustee of the Raffy Tulfo in Action Foundation, Inc.

In third place is his brother, Erwin Tulfo, with a declared net worth of ₱497 million. He owns ₱210.9 million in real properties and 11 vehicles valued at ₱75 million, including an undisclosed vehicle purchased in 2021 for ₱30 million.

He listed business interests in five entities, but the names were redacted in his filing.

Meanwhile, the poorest senator based on declared net worth is Francis “Chiz” Escudero, with ₱18.84 million. The amount excluded five real properties he inherited in 2013, collectively valued at ₱1 million.

Escudero is a partner at Escudero Marasigan Valiente and EH Villareal Law Offices.

Close behind is Senate Deputy Majority Leader Risa Hontiveros, with a net worth of ₱18.99 million. Hontiveros was the first senator to publicly release her SALN this year, sending copies to the media and posting it on her social media pages last week.

The latest to release their wealth, between Tuesday night and Wednesday noon (Oct. 29), were five from the minority bloc: Minority Leader Alan Cayetano, Bato dela Rosa, Bong Go, Rodante Marcoleta, and Imee Marcos.

Ombudsman Jesus Crispin Remulla eased restrictions on public access to SALNs two weeks ago as the government grappled with transparency issues in light of the flood control corruption scandal.

The Independent Commission for Infrastructure has recommended to the ombudsman the filing in court of criminal and administrative charges against six sitting and former public officials, including Estrada and Villanueva, for allegedly receiving millions in project kickbacks. The two senators have repeatedly denied the accusations.
