Signal No. 4 up due to approaching Typhoon ‘Tino’
Metro Manila, Philippines - Signal No. 4 has been raised in some areas in Mindanao as Typhoon Tino (international name: Kalmaegi) continued to approach land on Monday afternoon, Nov. 3, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.
In its 2 p.m. bulletin, PAGASA hoisted Signal No. 4 over Dinagat Islands and Siargao and Bucas Grande Islands, warning locals of significant to severe impacts from typhoon-force winds.
“Tino” was last spotted at 235 kilometers (km) east southeast of Guiuan, Eastern Samar, packing maximum sustained winds of 120 km per hour (kph) near the center and gustiness of up to 150 kph.
PAGASA said the typhoon may make its initial landfall over Eastern Samar, Leyte, Southern Leyte, or Dinagat Islands on Monday evening or early Tuesday morning.
It will then cross Visayas and northern Palawan, emerge over the West Philippine Sea on Wednesday afternoon, and leave the Philippine Area of Responsibility by Thursday.

Luzon - The southern portion of Masbate.
Visayas - The central portion of Eastern Samar, the central portion of Samar, the rest of Leyte, Biliran, the rest of Bohol, the rest of Cebu including Bantayan Islands, and the northern and central portions of Negros Oriental, Negros Occidental, Siquijor, Guimaras, Capiz, Iloilo, the southern portion of Aklan, and the central and southern portions of Antique.

Mindanao - The rest of Surigao del Sur, the central portion of Agusan del Sur, the rest of Agusan del Norte, Misamis Oriental, and the northern portion of Bukidnon, the northern portion of Misamis Occidental, and the northern portion of Zamboanga del Norte.
High-risk of storm surges
PAGASA also raised storm surge warnings due to Typhoon Tino, advising residents of coastal towns to evacuate and move to higher grounds.
The bureau alerted low-lying coastal areas in Dinagat Islands, Eastern Samar, Leyte, Samar, Southern Leyte, and Surigao del Norte of storm surge heights of over 3 meters.
Other areas that may be affected by storm surges included the whole Visayas and Mimaropa.
Heavy rains
Typhoon Tino and a shear line will also trigger heavy rains across the country.
