DOLE issues compensation advisory for heat-related illnesses

Metro Manila, Philippines – Amid intensifying El Niño, the Department of Labor and Employment (DOLE) released guidelines on compensating workers who may develop heat-related illnesses.

The guidelines cover workers exposed daily to excessive heat or who are susceptible to heat stress and related illnesses indoors and outdoors.

Labor Advisory No. 19, Series of 2026 applies to workers covered by the Employees’ Compensation Program (ECP), who may file their claims with the Social Security System (SSS) and the Government Service Insurance System (GSIS).

Aside from already compensable illnesses, such as heat stroke, heat cramps, and heat exhaustion, pursuant to a resolution by the Employees’ Compensation Commission, guidelines include other illnesses associated with extreme heat.

These are fainting, dizziness, heat rash, muscle injury or damage, and conditions affecting the normal function of the nervous system.

The Labor Department said relevant factors and verifiable records may be considered in the determination of whether a heat-related illness by a worker is indeed work-related.

This may include the nature of employment and work activities, environmental and workplace conditions, duration and intensity of exposure, protective clothing and equipment, and preventive and protective measures.

Supporting evidence that may also be considered includes heat index data from the state weather bureau PAGASA, occupational safety and health records, and witness statements.
