
Metro Manila (CNN Philippines, September 26) — President Ferdinand Marcos Jr. has certified the proposed magna carta for Filipino seafarers as urgent.
Senate Majority Leader Joel Villanueva on Monday shared a photo of the letter from the president, certifying the necessity of the enactment of Senate Bill No. 2221, also known as An Act of Providing for the Magna Carta of Filipino Seafarers.
The certification was made \”in order to address recurring deficiencies in our domestic laws pertaining to the training and accreditation of thousands of Filipino seafarers which endanger their employment in the European market in particular, and the global maritime arena in general,\” read Marcos’ letter to Senate President Juan Miguel Zubiri dated Sept. 25.
“The bill guarantees to the international community that the Philippines will comply with its obligations of ensuring that our training, facilities, and equipment are at par with international standards and those set by relevant conventions,” Marcos added.
Committee on Overseas Workers Affairs Chairman and Kabayan Partylist Rep. Ron Salo welcomed Marcos’ recognition of the urgency of the bill, saying the “significant milestone” shows the president’s deep concern for seafarers’ welfare.
\”This certification signifies a profound understanding of the sacrifices made by Filipino seafarers and their integral role in our nation’s economic growth,\” Salo said. \”It ensures that their voices are heard and their rights safeguarded.\”
Meanwhile, Senator Raffy Tulfo, principal sponsor of the measure, expressed confidence that the magna carta for Filipino seafarers will soon be established with Marcos’ urgent certification. The bill also finished its first phase of amendments.
“Matapos ang unang stage ng period of amendment at ang suportang ito mula mismo kay Pangulong BBM, mas tiwala ako na mapapabilis ang pagsasabatas ng Magna Carta of Filipino Seafarers bill,” Tulfo said.
[Translation: After the first stage of the period of amendment and this support from President BBM himself, I am more confident that the enactment of the Magna Carta of Filipino Seafarers bill will be expedited.]
The Magna Carta of Filipino Seafarers would outline their rights and ensure their welfare, including a reintegration program, a grievance system, and social welfare benefits.
