NSC: Proposed funding for building structures on Ayungin merits Congress discussion

Metro Manila (CNN Philippines, August 24) — The National Security Council (NSC) on Thursday said lawmakers should consider allocating funds for the establishment of a permanent structure on Ayungin Shoal under the 2024 budget.

“That’s a proposal that merits serious consideration from Congress. As we can see, the BRP Sierra Madre is not in a good state, it’s rusting and it’s dilapidated, and it really needs improvement,” NSC Assistant Director General Jonathan Malaya told CNN Philippines’ The Source.

BRP Sierra Madre, a US Navy ship used during World War II, has been on the Ayungin Shoal since 1999. It was intentionally grounded there to serve as a military outpost in the contested waters.

In an earlier interview with CNN Philippines, Sen. Francis Escudero said he would look into allocating ₱100 million for the construction of a structure on Ayungin, which can include accommodation for Filipino troops stationed at the BRP Sierra Madre. 

This was supported by Sen. Bato dela Rosa and Senate Minority Leader Koko Pimentel, who said the structure should be non-military, like shelter for fisherfolk during bad weather or halfway house for research vehicles.
