
Metro Manila (CNN Philippines, July 5) — The Marcos administration on Wednesday identified 20 priority measures that it hopes Congress will approve by December this year.
The bills discussed during the Legislative-Executive Development Advisory Council (LEDAC) meeting presided by President Ferdinand Marcos Jr. on Tuesday, and eyed for approval by yearend are:
– Bill on amendments to the BOT Law/PPP
– National Disease Prevention Management Authority bill
– Proposed Internet Transactions Act/E-Commerce Law
– Proposed Health Emergency Auxiliary Reinforcement Team Act (formerly the proposed Medical Reserve Corps Act)
– Virology Institute of the Philippines bill
– Mandatory ROTC and NSTP bill
– Revitalizing the Salt Industry bill
– Valuation Reform bill
– E-Government/E-Governance bill
– Ease of Paying Taxes bill
– National Government Rightsizing Program bill
– Unified System of Separation/Retirement and Pension of MUPs bill
– LGU Income Classification bill
– Waste-to-Energy bill
– Proposed New Philippine Passport Act
– Magna Carta of Filipino Seafarers bill
– National Employment Action Plan bill
– Bill on amendments to the Anti-Agricultural Smuggling Act
– Bangko Sentral ng Pilipinas-endorsed Bank Deposit Secrecy bill
– Proposed Anti-Financial Account Scamming Act
Of the 20, the Presidential Communications Office (PCO) said 18 were part of the 42 measures included by LEDAC in its common legislative agenda (CLA) — or a list of priority bills — during its first meeting last October.
The two others were added to the CLA upon the proposal of the Bangko Sentral ng Pilipinas: the proposed Anti-Financial Account Scamming Act, and the bill on amendments to the Bank Deposits Secrecy Law.
In a separate statement, the office of Senate President Juan Miguel Zubiri said he is also pushing for the inclusion of nine more bills in the CLA:
– Proposed Philippine Defense Industry Development Act
– Proposed Cybersecurity Law
– Amendments to the procurement provisions of the AFP Modernization Act
– Proposed Academic Recovery and Accessible Learning Program Act
– Proposed Batang Magaling Act
– Proposed Safe Pathways Act
– Proposed Open Access in Data Transmission Act
– Proposed Tatak Pinoy Act
– Proposed Blue Economy Act
The House of Representatives, meanwhile, also proposed the inclusion of 15 other bills in the CLA, according to Zubiri’s office.
Of the 42 priority measures earlier identified by the LEDAC, three had already been signed into law. These are the SIM Registration Act, the law postponing the December 2022 Barangay and SK Elections, and the law amending fixed terms in the Armed Forces of the Philippines.
