Gov’t issues IRR for management of plastic packaging waste

Metro Manila (CNN Philippines, January 24) — Companies are now required to recover their plastic packaging waste under the implementing rules and regulations (IRR) of RA 11898 or the Extended Producers Responsibility Act of 2022, the Department of Environment and Natural Resources (DENR) said.

Under the IRR, companies have the “responsibility for the proper and effective recovery, treatment, recycling or disposal of their products after they have been sold and used by consumers” to reduce the volume of plastic wastes generation.

“The success of the implementation of the EPR (Extended Producers Responsibility) law heavily depends on the cooperation and compliance of the private sector,” Jonas Leones, DENR undersecretary for Policy, Planning, and International Affairs, said in a statement.

Under the law, companies with a total asset of over ₱100 million will be required to establish a mechanism to recover a certain percentage of their plastic packaging waste.

It also established an incremental target that will be fulfilled yearly until 2030.

For 2023, companies are required to recover 20% of their plastic footprint, or the plastic waste that their company has produced, from the previous year.

The companies are also required to register their information online. Those who failed to comply will pay a fine from ₱5 million to ₱20 million.

However, producers, distributors and retailers adhering to the Extended Producers Responsibility Act will be eligible for tax incentives.
