Ex-PDEA exec Marcelino’s co-accused in drug case surrenders

Marine Lt. Col. Ferdinand Marcelino (L), a former drug enforcement executive, and his Chinese companion Yan Yi Shuo (R) are now under the custody of authorities for drug charges.

Metro Manila (CNN Philippines) — A Chinese national facing drug charges has surrendered to authorities.

Yan Yi Shuo, the companion of co-accused Marine Lt. Col. Ferdinand Marcelino, voluntarily turned himself in to the National Bureau of Investigation Special Task Force late Tuesday.

“We are proud to announce that Yan Yi Shuo a.k.a Randy is now under the custody of the NBI. This is a welcome development insofar as our pursuit of this case is concerned,” Justice Secretary Vitaliano Aguirre said in a statement.

Marcelino, who formerly worked under the Philippine Drug Enforcement Agency as the head of the Special Enforcement Service, earlier surrendered to the Armed Forces of the Philippines on Tuesday noontime.

Yan and Marcelino were arrested during a drug raid of a suspected drug laboratory on January 21. Authorities recovered P320 million worth of shabu from the operation.

Police earlier said about 50 kilos of shabu seized from past police operations in Valenzuela and Binondo all came from the Manila house where Yan and Marcelino were found.

After several months in detention, they were released in June for insufficiency of evidence. But in September, the Department of Justice again slapped them with an illegal drugs case.

A warrant was issued for their arrest on Monday.

Marcelino had denied links to the drug trade and insisted he was confirming an intelligence report when the raid happened.
