Duterte to submit tenth report on special powers to Congress

Metro Manila (CNN Philippines, May 31) — Congress will be accepting President Rodrigo Duterte’s tenth report on the country’s COVID-19 efforts, as the National Capital Region eases into general community quarantine on Monday.

Expected to be included in the report are updates on the second tranche of aid distribution to qualified families and workers.

In the ninth report, Duterte said 17,458,076 beneficiaries of the Social Amelioration Program have received aid.

The previous report also noted 83 officials and individuals have been charged criminally for alleged anomalies on SAP distribution.

Meanwhile, P21.7 billion in cash grants have been released for the first tranche of the small business wage subsidy program.

Duterte is also expected to give updates on his administration’s spending on programs to address the ongoing crisis, which is partly funded by realignments from savings within the executive department.

Congress granted Duterte additional powers to address the COVID-19 crisis, requiring him to report back to the legislature every week with updates on how his administration is handling the pandemic.

Duterte’s report comes as several areas, including Metro Manila, ease into a 15-day GCQ period.

Those included in the list of GCQ areas are:

*Region 2 or Cagayan Valley (Batanes, Cagayan, Isabela, Nueva Vizcaya, Quirino, Santiago City)

*Region 3 or Central Luzon (Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac)

*Region 4-A or Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon, Lucena City)

*Albay

*Pangasinan

*Region 7 or Central Visayas (Bohol, Cebu, Negros Oriental, Siquijor)

*Davao City

On Saturday, Presidential Spokesperon Harry Roque also said the cities of Mandaue, Cebu and Zamboange would be included as GCQ areas.
