CA bares latest military promotions amid AFP ‘grumblings’

Metro Manila (CNN Philippines, January 19) – The powerful Commission on Appointments has revealed the latest round of military promotions.

However, these promotions come after Defense Secretary Carlito Galvez admitted to “grumblings” and demoralization within the Armed Forces of the Philippines (AFP) over provisions of Republic Act 11709 which set fixed terms for eight of the most senior AFP officers.

The CA revealed these promotions are pending action by the commission:

To the rank of Lieutenant General: Arthur Cordura; Efren Baluyot

To the rank of Vice Admiral: Toribio Adaci Jr.

To the rank of Major General: Antonio Nafarrete; Joseph Cuison; Edgar Cardinoza; Arturo Rojas

To the rank of Rear Admiral: Jose Ezpeleta

To the rank of Brigadier General: Ronie Petinglay; Reynold Rueca; Perfecto Peñaredondo; Oriel Pangcog; Gerold Gagan; Rommel Almaria; Alexei Musngi; Lenart Lelina; Edmundo Peralta; Rommel Cordova; Edgar Torres; Leodevic Guinid; Bernardo Fortez; Ferdinand Napuli; Ramon Zagala

To the rank of Commodore: Alan Javier; Oscar Canlas Jr.

The CA’s memo on nominations pending action also listed the name Arthur Planta Tugade as having been appointed ad interim to the rank of colonel in the Philippine Air Force Reserve Command.

The appointment was dated Jan. 13, and the CA took receipt of it on Jan. 18. Tugade was the former Department of Transportation (DOTr) Secretary.
