ICI to end operations on March 31

ICI Chairman Andres Reyes turns over documents to Ombudsman Boying Remulla, in relation to the flood control scam probe on Friday, March 13.

Metro Manila, Philippines – The six-month-old probe body on anomalous infrastructure projects will cease operations at the end of the month, its chairperson said as the agency transmitted its findings to the Office of the Ombudsman. 

“I hereby recommend that the ICI [Independent Commission for Infrastructure] wind down its operations. The commission will remain operational until March 31, 2026 to complete the necessary administrative processes related to its wind-down,” ICI Chairman Andres Reyes said in a press statement on Friday, March 13.

He said the ICI fulfilled its mandate under the executive order that created  it in September 2025, adding that the commission has submitted nine referrals covering 65 people.

The ICI probe has led to the filing of graft and malversation cases to a number of public works personnel, contractors, and former lawmakers Zaldy Co and Bong Revilla

“The ICI has been in operation for nearly 6 months. However, with the resignation of its two commissioners, it functioned as a collegial body for only 90 days. Within this brief period, the commission has established the investigative framework and methodology that can now be adopted and replicated by statutory prosecutorial agencies in examining the full universe of anomalous infrastructure projects,” said Reyes.

Former ICI Commissioners Rogelio Singson and Rossana Fajardo quit in December 2025.

Reyes said he expressed hope that the Congress would prioritize bills that would pass measures seeking to institutionalize an independent commission against infrastructure corruption, which President Ferdinand Marcos Jr. has identified as a priority.
