Metro Manila, Philippines – Former Sen. Bong Revilla surrendered to authorities on Monday, Jan. 19, following the issuance of an arrest warrant against him and six others for a non-bailable malversation case over a multi-million peso anomalous flood control project in Pandi, Bulacan.
“Haharapin ko ito ng walang takot at alam kong hindi ako pababayaan ng Diyos dahil wala po akong kasalanan dito,” he said in a Facebook video, noting that he has received information on the warrant issued by the Sandiganbayan 3rd division.
[Translation: I will face this without fear and I know God will not forsake me because I am innocent.]
In a statement, acting Philippine National Police chief PltGen Jose Melencio Nartatez Jr. confirmed Revilla’s voluntary surrender at the Camp Crame in Quezon City.
He said Revilla underwent booking and documentation procedures and a medical examination under the custody of the Criminal Investigation and Detection Group.
Meanwhile, agents from the National Bureau of Investigation have arrested Brice Hernandez and Jaypee Mendoza, former engineers of the Department of Public Works and Highways Bulacan 1st district engineering office, on Monday night.
Hernandez and Mendoza have been detained at the Senate detention facility since September over contempt charges.
The court included in the warrant dated Jan. 19, the following:

- Former DPWH Bulacan assistant district engineer Brice Hernandez
- Former DPWH Bulacan engineer Jaypee Mendoza
- Former DPWH Bulacan engineer Arjay Domasig
- Former DPWH Bulacan engineer Emelita Capistrano Juat
- Juanito Mendoza (accountant)
- Cristina Pineda (cashier)
The anti-graft court also issued a hold departure order barring them from leaving the country.
On Friday, Jan. 16, the ombudsman filed the charges with the Sandiganbayan in connection with the ₱92.8-million flood control project in Pandi, Bulacan which was awarded in March 2025 but never implemented.
The ombudsman said the respondents “conspired” to facilitate the release of funds for the supposed construction of the project, which turned out to be non-existent.
Revilla is the second former lawmaker to face a Sandiganbayan case in the flood control scandal, following former AKO BICOL party-list Rep. Zaldy Co. The former House appropriations chairman remains to be at large.
In 2018, the former senator was acquitted of plunder for his alleged involvement in the priority development assistance fund or the pork barrel scam.
The Sandiganbayan cleared Revilla of graft charges in 2021.
