Laoag City, Ilocos Norte – Laoag councilor James Bryan Alcid was proclaimed the new mayor of the city late Monday night, defeating incumbent Mayor Michael Marcos Keon in a closely watched local race that saw members of the Marcos family supporting opposing candidates.
