Gov’t moves toll expressway penalties to 2025

Metro Manila, Philippines – The Department of Transportation has postponed the implementation of penalties for motorists violating rules of toll expressways to 2025.

The implementation of penalties was supposed to take effect on Oct. 1.

“Ang implementasyon ng penalties sa ilalim ng Joint Memorandum Circular No. 2024-001 ay pansamantalang ipinagpaliban upang tiyaking naaayon ito sa layunin ni Pangulong Ferdinand R. Marcos Jr. na solusyunan ang problema sa trapiko,” the Presidential Communications Office said on Sunday, Sept. 22.

[Translation: The implementation of penalties under Joint Memorandum Circular No. 2024-001 is temporarily deferred to make sure that it is aligned with President Ferdinand Marcos Jr.’s goal to solve traffic woes.]

The circular seeks to enforce contactless toll collection on toll expressways.

Among the violations include motorists entering a limited access highway with dilapidated or without required valid electronic identifier or ETC device, and exiting the expressway with insufficient balance.

Fines range from ₱500 to ₱5,000.
