Motorists with invalid devices on ETC lanes to face penalties beginning Aug. 31 – TRB

Metro Manila, Philippines — Motorists entering dedicated electronic toll collection (ETC) lanes in expressways with unauthorized devices and insufficient credit will be penalized beginning Aug. 31, the Toll Regulatory Board (TRB) said in a statement.

The TRB said the move aims to achieve smoother traffic in all toll plazas.

Based on the revised Joint Memorandum Circular (JMC) 2024-001, erring motorists will face the following penalties:

+first offense – P1,000

+second offense- P2,000

+subsequent offenses – P5,000 per offense

The rule imposed a similar penalty for tampered ETC devices.

Meanwhile, motorists with insufficient credit will pay these corresponding fines:

+first offense – P500

+second offense- P1,000

+subsequent offenses- P2,500 per offense

“These erring motorists represent 9% of all the motorists using the toll expressways who unfortunately are the ones causing the unnecessary delays and long queues at the toll plazas,” the regulator said.

The revised memorandum circular was signed on Aug. 1 and was published on Aug. 16.

The toll body said it will be issuing advisories to discuss the responsibilities of concessionaires, RFID service providers, and motorists.

“The Toll Expressway Concessionaires/Operators and the LTO shall also conduct an information campaign pertaining to the JMC,” said the TRB.
