Metro Manila, Philippines — Government workers may get a pay increase this month, Budget Secretary Amenah Pangandaman said on Monday.

In a press briefing, Pangandaman said the national and local budget circulars that lay out guidelines in computing and carrying out wage adjustments have been signed and will soon be published.

“Pwede na po silang mag-adjust, agad agad po,” said Pangandaman.

[Translation: They can adjust immediately]

The budget chief said the wage hike will benefit over 1.3 million government workers.

President Ferdinand Marcos Jr. issued Executive Order No. 64 this month on the salary increase and grant of medical allowance.

The pay raise will be in four tranches every Jan. 1 beginning this year until 2027. This means the EO takes effect retroactively.

The updated salary schedule under EO 64 applies to personnel in the following:

+ Executive, legislative, and judicial branches

+ Constitutional commissions and other constitutional offices

+ Government-owned or controlled corporations (GOCCs) not covered by the “GOCC Governance Act of 2011” and EO 150 (s. 2021)

+ Local government units

The budget department said the circular does not apply to military and uniformed personnel, GOCCs under the GOCC governance law, agencies exempt from compensation and position classification law, and those without employer-employee relationship and funded from non-personnel services appropriations.

Pangandaman said the medical allowance which amounts to ₱7,000 annually will take effect next year.

In a Malacañang briefing on Aug. 1, Pangandaman said there is a budget of ₱70 billion in 2025 for the first and second tranches of the salary increase. The medical allowance has a funding of ₱9 billion, she added.
