Mayors in Albay province have begun collecting signatures in support of charter change, at least, according to Legazpi City Mayor and former AKO BICOL party-list representative Alfredo Garbin.

He told CNN Philippines, local chief executives took it upon themselves to start the people’s initiative because there has been a lack of progress in Congress.
