Padilla: Oil spill could have been avoided if constitution not outdated

Senator Robin Padilla is blaming what he believes is an already outdated constitution for the oil spill ravaging Oriental Mindoro.

Padilla has been pushing for a constituent assembly to amend the charter a method backed by his colleague Jinggoy Estrada.
