Incoming DICT chief sees the need for more personnel training to address text, online scams

Metro Manila (CNN Philippines, June 3) — Law enforcement personnel need to undergo more training to solve the problem of continuing text and online scams, said Ivan John Uy, the incoming secretary of the Department of Information and Communications Technology (DICT).

“We have our law enforcement agencies who are still being trained. May iba, may training na pero kulang po dahil sa proliferation nito (online scams). [Others have been trained but it is not enough because of the proliferation of online scams],” Uy said in a public briefing on Friday.

“We need to build up a better digital police kumbaga or a digital NBI (National Bureau of Investigation) that can go after these cybercriminals. We need more training and we need to select the right people in order to be able to do this properly,” he added.

Three DICT-attached agencies — the National Telecommunications Commission, the Cybercrime Investigation and Coordinating Center, and the National Privacy Commission — will have to work together to address the growing issue of scamming using text and social media, he noted.

The NBI, the Philippine National Police, and the Department of Justice also have divisions within their agencies that tackle cybercrime incidents.
