PNP names new head for its human rights affairs unit

Metro Manila (CNN Philippines, January 14) — The Philippine National Police (PNP) has named BGen. Ildebrandi Usana as new chief of its Human Rights Affairs Office (HRAO). The appointment was made Tuesday by PNP Officer-in-Charge Lt. Gen. Archie Gamboa.

Usana is a former Acting Regional Director and Deputy Regional Director for Administration of Police Regional Office 7 (Central Visayas).

Further, Usana will lead the HRAO “to mainstream and overview Human Rights concerns in the PNP’s policies and processes and responses to the requirements of due process and rule of law in police operations.”

HRAO was established in 2007.

Some politicians and human rights activists have questioned PNP’s capability to handle the government’s war on illegal drugs.

The latest survey by the Social Weather Stations showed that 76 percent of Filipino adults believe that there were human rights abuses in the government’s crackdown on illegal drugs.
