LTFRB orders UV Express units to operate on point-to-point basis

The Land Transportation Franchising and Regulatory Board has ordered UV express units to load and unload only on terminals, similar to point-to-point transport services.

Metro Manila (CNN Philippines, May 26) — The Land Transportation Franchising and Regulatory Board has ordered UV express units to load and unload only on terminals, similar to point-to-point transport services.

Memorandum Circular 2019-025 signed by LTFRB Chairman Martin Delgra III on May 15, whose copy was obtained by CNN Philippines on Sunday, amends the 2009 memo to disallow UV Express Services to pick up and drop off passengers within a two-kilometer radius from the terminals.

The Board added that over time, the two-kilometer radius policy in Memorandum Circular 2009-019 caused a decline in the UV Express Services’ use of the terminals.

“Most UV Express Services are not actually utilizing their designated terminals, and the rampant practice of loading and unloading of passengers in between their origin and destination,” it said.

The Board also ordered all UV Express Services to “strictly operate on a point-to-point basis” based on their designated terminals in their certificates of public convenience.

The memorandum signed by Delgra, Board Members Ronaldo Corpus and retired General Antonio Gardiola Jr., became effective on May 16.
