MMDA eyes fences along EDSA to curb illegal loading and unloading

The Land Transportation Franchising and Regulatory Board has ordered UV express units to load and unload only on terminals, similar to point-to-point transport services.

Metro Manila (CNN Philippines, April 22) — The Metro Manila Development Authority (MMDA) eyes putting up fences along the entire Epifanio de los Santos Avenue (EDSA) to curb illegal loading and unloading, especially of city buses.

Lalagyan namin ng fence ang buong EDSA. Ang bubuksan lang natin diyan, loading, unloading, ‘yung mga intersection, of course, ‘yung mga garahe na may easement,” MMDA General Manager Jojo Garcia told CNN Philippines’ The Source.

[Translation: We will put fences along the entirety of EDSA. The only thing that we will open are loading and unloading stations, intersections and of course, garages with easements.]

Garcia said if EDSA is fenced up aside from loading and unloading bays, buses will not stop wherever they want to and people would learn how to line up.

He said the MMDA hopes to implement this in the next few months.

The MMDA is cracking down on illegal loading and unloading, particularly on provincial buses. The agency is strictly enforcing its ban on these buses from dropping off and picking up passengers along EDSA, instead of just in their terminals.

Garcia said previous MMDA chairmen allowed provincial buses to unload passengers along EDSA, but buses soon “abused” this as they also took passengers along the way.

City buses would be the next to face the crackdown, Garcia said, but he added they would need the fences set up for this to work.
