
Metro Manila (CNN Philippines) — The country has moved up nine places in the World Justice Project’s (WJP) Rule of Law Index for 2015.
The Philippines now ranks 51 out of 102 countries.
According to the WPJ website, the Rule of Law Index is comprised of eight factors which measure “how the rule of law is experienced by ordinary people” throughout the globe:
Constraints on Government Powers
Absence of Corruption
Open Government
Fundamental Rights
Order and Security
Regulatory Enforcement
Civil Justice
Criminal Justice
Informal Justice
However, in the report given, there were no scores for Informal Justice.
There were 44 indicators divided among the factors, and scores were given out of a perfect score of 1.
The country scored highest in Order and Security (0.71) and Constraints on Government Powers (0.61), while it got its lowest marks in the factors of Absence of Corruption (0.49), Civil Justice (0.46), and Criminal Justice (0.38).

The WJP added, the Rule of Law Index “measures the rule of law based on the experiences and perceptions of the general public and in-country experts worldwide.”
It also said, effective rule of law “is the foundation for communities of peace, opportunity, and equity — underpinning development, accountable government, and respect for fundamental rights.”
The scores and rankings for the 2015 index was derived from over 100,000 household and expert surveys and is the world’s “most comprehensive data set of its kind.”
in 2014, the Philippines ranked 60 among 99 countries surveyed.
